HSeT works with a network of partners from all over the world to develop educational resources that come in the form of course content and teaching tools, and that are delivered through websites tailored for partner training organizations. Partnership agreements established between HSeT and partner organizations and institutions, are based on Creative Commons, an American non-profit organization and international network devoted to educational access and expanding the range of creative works available for others to build upon legally and to share. Several copyright licenses free of charge to the public have been released.

HSeT uses the Creative Commons license CC BY-NC-SA, which enables users to distribute, remix, adapt, and build upon the material in any medium or format for noncommercial purposes only, and only so long as attribution is given to the creator.
